For a start, not just any knowledge counts as information. We do not say that someone who possesses knowledge how to of do something possesses information. For example, being able to ride a bicycle or play the harpsichord is not a matter of possessing information. People who can play the harpsichord do possess some information. More importantly, a world without knowledge is a world without information. Consider a world without minds. In such a world, the sun would still exist and the earth would keep its accustomed path. The concepe of information, then, istied to the concept of propositional knowledge.
