The purpose of this chapter is to outline the methods and procedures used to investigatethe Human Resource Management practices of municipal police organizations in the state ofMichigan. The primary research question was to investigate, to what extent, if any, municipalpolice organizations in the state of Michigan participate in activities that demonstrate a strategicinitiative in Human Resources Management (HRM).Municipal departments in the state of Michigan were selected for three reasons. First,municipal departments were selected because their structures are more uniform and not aspolitically charged as County Sheriffs departments. County Sheriffs departments are politicallycharged due to the fact that County Sheriffs are elected officials (Clare County, 2003).Second, Michigan was selected due to the lack of prior research in the area of StrategicHuman Resource Management in municipal police organizations, and its size would provide anadequate sample size conducive to survey research. Finally, Michigan was selected as a matter ofconvenience; the researcher currently works and resides in the state. Selecting Michigan alsoprovided the opportunity to keep research administration costs to a minimum and providedresearch participants an opportunity for quick and easy research survey response.
