In a state property regime, ownership and control over use rests in thehands of the state. Individuals and groups may be able to make use of theresources, but only at the forbearance of the state. National (or state)forests, national (or state) parks, and military reservations are examples ofstate property regimes. Shifts from state property to other types, or viceversa, are possible. For instance, the 1957 nationalization of Nepal'svillage forests by the government converted a common property regime at thevillage level into a state property regime.
