One step that is always available to public entities is to eliminate access to the service for nonpayment. This is sometimes difficult to do for moral or political reason for example, a public electric utility considering shutting a low-income person’s electricity in winter might incur the wrath of citizens and politicians alike. Level payment plans and credit counseling are likely to be much more successful and politically acceptable than cutting of service indiscriminately. Similarly, stopping refuse pickup to a residence where the property owner refuses to pay will not solve the public health problem. Other avenues, such as filing liens against the property or garnishing income, while continuing to pick up the garbage, are much more acceptable alternatives.
