3.4 Policy toolsTwo tools, developed through the researchundertaken in the Philippines to assess and establishthe scientific basis of local knowledge, can be appliedto other contexts. The first is the community-based“LIVE Scientific Knowledge”, while the other tool isscientific assessment by experts and scientists. Bothtools are described below.3.4.1 LINK Inventory, Validation andEstablishment of ScientificKnowledge (LIVE ScientificKnowledge): the community tool forintegrating science with local andindigenous knowledgeA process framework by which indigenous andscientific knowledge can be integrated to enhancethe ability of local communities to deal with hazardsand to reduce their vulnerabilities was developedby Mercer et al. (2009). It adopts four stages: (1)community engagement, (2) identification ofvulnerability factors, (3) identification of indigenousand scientific strategies, and (4) formulation of anintegrated strategy.Building upon this work, action research carried outin the project focussed on the inventory, validationand establishment of a scientific basis for local andindigenous knowledge through the communitybaseddisaster risk management (CBDRM) approach.The action research in the Philippines produced a toolcalled “LIVE Scientific Knowledge” that can be usedby communities to assess and utilize their knowledgefor DRR and CCA. The tool creates an integratedprocess for observing, validating, analyzing andutilizing LINK by the owners of such knowledge
themselves.
Since researchers and NGO organizers rarely live
permanently in the communities where action
research takes place, it is necessary for communities
themselves to have tools to document and assess
their own knowledge. This tool, developed by the
researchers in the Philippines, is community-led.
There is initial support from research agencies or
development organizations, which provide the initial
orientation and training needed by the community
so that they can document, assess, validate and
improve the accuracy of their local and indigenous
knowledge.
