Geographic Scope: The appraisal will be phased geographically based upon the status of the proposed areas to be assessed. The first phase will focus on urban areas that have been in consistent Government control for an extended period will be prioritized for the initial appraisal. These areas will be followed by those that were more recently returned to Government control. The third phase will entail urban areas where Government control remains contested or fragile. The geographic scope will be further defined on the basis of the nature and extent of damage, and further broken down by (i) most affected, (ii) less affected and (iii) indirectly affected areas. Based on availability, data will be disaggregated to local levels to the extent possible. Based on these criteria, specific urban areas for this appraisal will be identified following discussions between the CMU and GoI counterparts. The appraisal will not extend to sectors or urban areas not covered under the emergency operation.
