The lowest level, representing the majority, are expected to be workers in one occupation or another, requiring basic education plus vocational training. The second tier represents the second largest grouping who will hold responsible decision-making positions such as middle managers, civil servants, teachers and professionals. This group requires both extensive education and certification. The third and smallest tier comprises the future elite, who will be the most powerful and wealthy. Their education involves an elite route (typically, a public school such as Eton followed by Oxford University ) and it is the form and value (social cachet ) attached to this education, rather than its content, which prepares the students for their careers.
