The IMF and the World Bank define Corruption as abuse of public office for private gain.
The Council of Europe states in its Civil law convention on Corruption that “corruption” means requesting, offering, giving or accepting, directly or indirectly, a bribe or any other undue advantage or prospect thereof, which distorts the proper performance of any duty or behaviour required of the recipient of the bribe, the undue advantage or the prospect thereof.
Transparency International differentiates between “according to rule” corruption and “against the rule” corruption. Facilitation payments, where a bribe is paid to receive preferential treatment for something that the bribe receiver is required to do by law, are thus distinguished from a bribe paid to obtain services the bribe receiver is prohibited from providing.
OECD Commentaries on the Convention on Combating Bribery of Foreign Public Officials in International Business Transactions provide a definition for “active corruption” or “active bribery”, meaning the offence committed by the person who promises or gives the bribe, as contrasted with “passive bribery”, the offence committed by the official who receives the bribe.
