The objective is to have a methodology that is cost effective, replicable, and provides the damage estimates to a fair degree of accuracy. The team is recommending a percentage based assessment that uses a model to estimate the damages in various sectors. Information would be provided on (i) spatially disaggregated pre-conflict infrastructure baseline; (ii) extent and intensity of damages at a city level; and (iii) actual damage to critical infrastructure in selected sectors. The team will use satellite imagery on a sample basis, and information from partner organizations to validate the information provided. Cost effectiveness and replicability are the major advantages of the percentage based methodology. Once a reliable infrastructure baseline is developed for all the sectors, any subsequent updates can be done in a cost effective manner by only updating the information on the extent and intensity of damages
