As per our conversation during the remote session, the issue was happening due to wrong Tenant name defined and License did not take effect.
Please, take following action to resolve the issue.
1. Navigate to Administration->Tenants tab, change the tenant name Siam Commercial Bank to OTO-SCB which is the same with License.
2. Go to Strategy Builder and check if the Tenant name has been changed to OTO-SCB.
3. If yes, please, check if the optimized box was enabled. If not, please, generate a new one and check if you could select the tenant OTO-SCB.
4. If still do not work, please, reset Access Control service or ALM watchdog service and check if the issue still persists.
