The Policy recognizes that local people suffer the mostfrom disasters. They are the front-line responders,which may include “fright and flight” human survivalmeasures such as evacuating to higher ground andharvesting survival foods, building traditional shelters,and using traditional medicines. Communitiesundertake precautionary measures and assist othersbefore outside help comes. The increasing frequencyof disasters and the resulting impacts on lives andlivelihoods has led community members to developseveral coping mechanisms and strategies basedon their existing capacities. However, because oflimited resources, knowledge, skills and technicalsupport, communities are often outside of any rapidassistance network. The more able communities areto manage emergencies, the less external assistancewill be needed. At present, many emergencies turninto disasters because local communities do not havethe capacity or resources to respond adequately. Forexample, requests for assistance are often made tothe national government in Dili following vehicleaccidents when a person is trapped in a vehicle andwhen there is a small landslide.
