Tim Walker is Head of Waste Management with Belfast City Council and is responsible for the
planning and delivery of its waste management services. Tim has been in post for ten years and
has worked closely with arc21 (a sub-regional grouping) for nine of these. During this time,
significant change has happened from closing a landfill, introducing new contract management
arrangements and opening recycling facilities, through to changing collection operations. Tim is
the chair of the Technical Advisors Group (NI) (representing councils’ principal technical and
environmental officers) and, in this capacity, he inputs to the NILGA. He has recently been elected
to the local committee of CIWEM. Previously, Tim was the local chair for IEMA and, prior to that,
of CIWM. Tim has a number of academic and professional qualifications and recently completed a
PhD on performance management in public sector with the University of Ulster. Tim Walker can
