An underlying policy assumption for ownership and control regulation is that diversity of ownership will produce a diversity of voice and view. Whilst this is a problematic assumption, it nevertheless has a role in the diversity regulatory basket because the contemplation of monopoly control of mass media seems instinctively at odds with its very role within the public sphere. As Baker has suggested, “the key goal, the key value, served by ownership dispersal is that it directly embodies a fairer, more democratic allocation of communicative power.”
