Method 1:
First I would suggest you to disconnect all external devices connected to the computer except essential devices like keyboard and mouse and then restart the computer and check. This way, we can check if any external devices connected to the computer is conflicting.
Method 2:
If the issue still persists and you are unable to boot to the computer, then I would suggest you to boot to the Windows recovery environment and perform a system restore to an earlier date prior to the issue. You can refer to these steps:
1. Hold power button to shut down the system.
2. Press power button to start system.
3. Repeat 1~2, three times.
4. After that, you may see Select "See advanced repair option" in Recovery page.
5. Select "Troubleshoot" in Choose an option page.
6. Select "Advanced options" in Troubleshoot page.
7. Select "System restore" in Advanced options page and follow the prompts.
