Purposes and Principles
Purposes
To promot
e knowledgeable students, staff
and faculties with the intercultural understanding
and competencies to participate and cont
ribute to the ASEAN community, and to promote an
ASEAN identity
by
fostering greater awareness of
ASEAN
cultural diversity
and heritage
;
To promote a people
-
oriented ASEAN in which all people are encouraged to participate in,
and benefit from, the process
of ASEAN integration and community building and an ASEAN
where people have equal access to opportunities for education and development
;
To forge closer multilateral cooperations in education and to promote life
-
long learning to
support individuals and
society and to build qualified, skilled and knowledgeable human
resources
;
To promote a sustainable development of the region and to ensure the protection
and
preser
vation
of the region's environment and
cultural heritage;

Principles
In pursuit of the Purposes of this Charter the
Partners
shall act in accordance with the
following principles:
Respect for the
independence

tional identity of all

and with a s

commitment and collective responsibility in
developing, promoting, supporting and executing
Passage to ASEAN;
Respect for the right of every
Partner
to
apply
the details
of
Passage to ASEAN within the
framework of this Charter;
Enhanced
and continuous
consultations
between the Partners
on matters th
at affect the
common interest and the betterment of Passage to ASEAN;
Adherence to the rule of law, in particular the rule of Educational laws, the governing rules of
the

nstitutes, and the principles of good governance
;
Respect for the different
cultures, languages and religions of the peoples of ASEAN, while
emphasizing
their common values in t
he spirit of unity in diversity.

Partners
Each
of the ten
ASEAN Member
Countries
may
have
multiple
P
artners
.
Partners
are encouraged to
expand
the national network and to make Passage to ASEAN
available to all
students
, consequent
to the principles of this Charter to build an ASEAN
community where
students
have equal access to opportunities for education and
development
.
Partners
hip is open
to application from
all educational institutions in ASEAN. New

rtners
may apply for

hip directly to the Secretariat or through
the program’s website
. New

artners
of Passage to
ASEAN shall be
accepted
by the S
tanding
Committee

Partners
shall represent their country

in Passage to ASEAN meetings and

Governance
Standing Committee
The Standing Committee consists of
one Committee Member from each ASEAN Member
Country
.
The
Standing Committee
shall decide on policies and, where appropriate,
on
recommendations of the Representatives and the Secretariat.

may
request
to join the Standing Committee
.
The Committee Member must be
the
highest
Senior Administrator
at the institution e.g. President, Rector or Vice
-
Chancellor
. New
Standing

shall be
accepted
by the Standing Committee

Committee of Representatives
Each
P
artner
shall
appoint a Representative authorized to
represent the institution
for
all
operational
matters related to
Passage to ASEAN and shall:
Serve as the focal point and the
center
of information of Passage to ASEAN at the institutional
level
an
d
c
oordinate
Passage to ASEAN
activities within the institute
;
Liaise with the Secretariat on subjects that are relevant to its
duties
and facilitate cooperation
between other
Partners
in their country
;
The Representatives
from the combined
P
artners
collectively constitute the Committee of
Representatives
P2A Secretariat
The
Standing Committee
shall appoint the Secretariat of Passage to ASEAN. The
appointed
P
artner
shall host the
Secretariat
for a minimum of two years, and in principle
shall rotate bi
-
annually.
Partners may self
-
nominate their institution for the position of t
he Secretariat.
Th
e Secretariat
shall
chair meetings of the
Standing Committee
,
meetings of the Committee of
Representatives and, where appropriate, meetings with
ASEAN organizations and officials
.
The Secretariat shall a
ctively promote and enhance the interests
of
Passage
to ASEAN,
including efforts to expand the program through policy initiatives, coordinat
ion, consensus

Procedures and Execution
Procedures
Each
P
artner
shall prescribe its own rules of procedure
for the implementation of Passage to
ASEAN within the institution. The rules of procedure shall reflect the principles of this
Charter.
Partners shall promote ASEAN studies, inter
-
ASEAN
mobility
and participation
in cross
-
cultural and ASEAN related activities, as well as
,
the
assessment of Knowledge, Understanding
and Multicultural
c
ompetencies.
Partners
,
through the Governing Bodies
,
shall
seek formal certification of Passage to ASEAN
for the knowledge, understanding and multicultural competencies to work, interact and
socialize in the Southeast Asian Region.
Execution
The
S
ecretariat shall
annual
ly
coordinate
the
P2A
Framework
,
containing the guiding
principles for the implementation of Passage to ASEAN. The Framework
shall
describe the
program details,
financial guidelines, as well as general regulations
for Passage
to ASEAN.
The Framework shall be reviewed by the
Representativ
es
. Revisions of the Framework shall
be endorsed by the Representatives.
Partner
s
shall undertake to respe
ct the content of the Framework
, however;
the details of the
execution of any particular activity shall be negotiated
directly
between the
P
artners
as such
specific cases arise
.
Partners
shall advocate the use of virtual internationalization, as a means for innovative
internationalization
,
which is
accessible to all students
and not limited by
financial
differences between
ASEAN Member
Countries
and
their
institutions.
Decisions and Disputes
As a
guiding
principle, decisions
will
be
made
based on
consultation and consensus
between
the Partners;
when consensus cannot be achieved,
the
Standing Committee m
ay
rule on
specific cases
.
Partners
shall
endeavor
to
peacefully
and
timely
resolve all disputes through
dialogue, consultation and negotiation.

The Framework contains the guidelines
for
Passage to ASEAN mobility
in 2014
-
2015
.
Notwithstanding the guidelines, the
implementation of mobility
is
at the discretion of each
P2A Partner
and a
rrangements
will
be discussed a
nd agreed between the P
artners involved
.
P2A Partners will endeavor to assign a P2A Coordinator, a Facebook Administrator and a
Second Life Coordinator
to develop, promote and implement P2A within their institution.
Coordinators and Administrators
will endeavor to develop P2A Student Ambassadors to
support institutional
P2A
activities;
P2A Partners will
assist other Partners in organizing P2A Journeys by
post
ing
all
relevant
travel information from and to their institution
on the P2A Travel Website. P2A Partners will
also use this website to post their own P2A Journeys;
P2A Partners agree to accept
a minimum of three (3) groups of twenty (20)
students fro
m
other P2A Partners for three (3) days and two (2) nights.
More students, groups and longer
visits may be discussed and agreed
between the Partners involved;

facilitate
