PIAGAM DARI BAGIAN ASEANTIa Lembagapendidikan tinggi di Brunei Darussalam, Kerajaan Kamboja, Republik IndonesIa, Lao Rakyat DemokratikRepublik, Malaysia, persatuan Myanmar, Republik Filipina, Republik Singapura, Kerajaan Thailand dan Republik Sosialis Viet Nam Dalam ingatan dari Majelis perwakilan pertama di Juni 2012 host olehRangsit University di Thailanddan dihadiri oleh Universitas NortonKamboja, Duy Tan University dariVietnam, Universitas Nasional Laos, dan Institut komputer Myanmar Myanmar;Dipandu dengan satu visi, satu identitas dan dengan prinsip-prinsip Piagam ASEAN, yang ditandatangani oleh Kepala pemerintah Anggota ASEANNegara bagian di Singapura pada 40hulang tahun ke-ASEAN; Didorong oleh kebutuhan untuk solidaritas regional dan menjadi tanggung jawab bersama terhadap orangNd masyarakat secara keseluruhan dan diperkuat oleh sumber daya dan kemampuan untuk memberikan kontribusi terhadap Komunitas ASEAN;Telah sepakatuntuk menetapkan, melalui Piagam ini, Bagian sebagaiEAN sebagai wahana membangun menuju satu peduli dan berbagimasyarakat yang didasarkan pada kesetaraan dan perdamaian, pada undertanding, Rasa hormat dan penerimaan.1.Tujuan dan prinsip-prinsipTujuan Promote berpengetahuan mahasiswa, stafdan Fakultas dengan pemahaman antar budaya dan kompetensi untuk berpartisipasi dan lanjutribute untuk komunitas ASEAN, dan untuk mempromosikan Identitas ASEAN byfostering greater awareness of ASEANcultural diversityand heritage;To promote a people-oriented ASEAN in which all people are encouraged to participate in, and benefit from, the processof ASEAN integration and community building and an ASEAN where people have equal access to opportunities for education and development;To forge closer multilateral cooperations in education and to promote life-long learning to support individuals and society and to build qualified, skilled and knowledgeable human resources;To promote a sustainable development of the region and to ensure the protection and preservation of the region's environment and cultural heritage;P2A | BuildingTowards One Caring and Shari ng CommunityPrinciplesIn pursuit of the Purposes of this Charter the Partnersshall act in accordance with the following principles: Respect for the independence, equality, and national identity of all Partnersand with a shared commitment and collective responsibility in developing, promoting, supporting and executing Passage to ASEAN;Respect for the right of every Partnerto applythe details of Passage to ASEAN within the framework of this Charter;Enhanced and continuous consultations between the Partners on matters that affect the common interest and the betterment of Passage to ASEAN; Adherence to the rule of law, in particular the rule of Educational laws, the governing rules of the Partner institutes, and the principles of good governance;Respect for the differentcultures, languages and religions of the peoples of ASEAN, while emphasizingtheir common values in the spirit of unity in diversity.2.PartnershipPartnersEach of the ten ASEAN MemberCountriesmayhave multiplePartners.Partnersare encouraged to expandthe national network and to make Passage to ASEAN available to all students, consequentto the principles of this Charter to build an ASEAN community where studentshave equal access to opportunities for education and development.Partnership is open to application fromall educational institutions in ASEAN. New Partnersmay apply for Partnership directly to the Secretariat or through the program’s website. New Partnersof Passage to ASEAN shall be acceptedby the Standing Committee.Partnersshall represent their country and institution in Passage to ASEAN meetings and committees and, where appropriate, in meetings with ASEAN organizations and officials. Partnersshall have equal rights and obligations under this Charter and each Partnershall undertake to respect the content of this Charter. P2A | BuildingTowards One Caring and Shari ng Community3.GovernanceStanding CommitteeThe Standing Committee consists of one Committee Member from each ASEAN Member Country. The Standing Committee shall decide on policies and, where appropriate, on recommendations of the Representatives and the Secretariat.A Partnermay requestto join the Standing Committee. The Committee Member must bethe highestSenior Administrator at the institution e.g. President, Rector or Vice-Chancellor. New Standing Committee Membersshall be acceptedby the Standing Committee.Committee of Representatives Each Partnershallappoint a Representative authorized to represent the institution forall operational matters related toPassage to ASEAN and shall:Serve as the focal point and the centerof information of Passage to ASEAN at the institutional level andcoordinate Passage to ASEAN activities within the institute;Liaise with the Secretariat on subjects that are relevant to its dutiesand facilitate cooperation between other Partnersin their country;The Representatives from the combined Partnerscollectively constitute the Committee of Representatives P2A SecretariatThe Standing Committeeshall appoint the Secretariat of Passage to ASEAN. The appointed Partnershall host the Secretariat for a minimum of two years, and in principle shall rotate bi-annually. Partners may self-nominate their institution for the position of the Secretariat. The Secretariatshallchair meetings of the Standing Committee,meetings of the Committee of Representatives and, where appropriate, meetings with ASEAN organizations and officials. The Secretariat shall actively promote and enhance the interests of Passageto ASEAN, including efforts to expand the program through policy initiatives, coordination, consensus and cooperation.The Secretariat shall serve as the focal point and the centerof information for Passage to ASEAN andcoordinate all activities relevantto its execution.P2A | BuildingTowards One Caring and Shari ng Community4.Procedures and ExecutionProceduresEach Partnershall prescribe its own rules of procedure for the implementation of Passage to ASEAN within the institution. The rules of procedure shall reflect the principles of this Charter. Partners shall promote ASEAN studies, inter-ASEAN mobilityand participation in cross-cultural and ASEAN related activities, as well as,the assessment of Knowledge, Understanding and Multicultural competencies. Partners,through the Governing Bodies,shall seek formal certification of Passage to ASEAN for the knowledge, understanding and multicultural competencies to work, interact and socialize in the Southeast Asian Region. ExecutionThe Secretariat shall annuallycoordinate theP2A Framework, containing the guiding principles for the implementation of Passage to ASEAN. The Frameworkshalldescribe the program details, financial guidelines, as well as general regulations for Passageto ASEAN. The Framework shall be reviewed by the Representatives. Revisions of the Framework shall be endorsed by the Representatives.Partnersshall undertake to respect the content of the Framework, however;the details of the execution of any particular activity shall be negotiated directly between the Partnersas such specific cases arise.Partnersshall advocate the use of virtual internationalization, as a means for innovative internationalization,which is accessible to all studentsand not limited by financial differences between ASEAN MemberCountriesand their institutions.Decisions and DisputesAs a guidingprinciple, decisionswillbe madebased on consultation and consensusbetween the Partners;when consensus cannot be achieved,the Standing Committee may rule on specific cases. Partnersshall endeavorto peacefully and timely resolve all disputes through dialogue, consultation and negotiation. P2A | BuildingTowards One Caring and Shari ng CommunityFRAMEWORK 2014-2015The Framework contains the guidelines forPassage to ASEAN mobilityin 2014-2015. Notwithstanding the guidelines, the implementation of mobilityisat the discretion of each P2A Partnerand arrangements willbe discussed and agreed between the Partners involved.P2A Partners will endeavor to assign a P2A Coordinator, a Facebook Administrator and a Second Life Coordinator to develop, promote and implement P2A within their institution. Coordinators and Administratorswill endeavor to develop P2A Student Ambassadors to support institutional P2A activities;P2A Partners will assist other Partners in organizing P2A Journeys by postingallrelevant travel information from and to their institution on the P2A Travel Website. P2A Partners will also use this website to post their own P2A Journeys; P2A Partners agree to accept a minimum of three (3) groups of twenty (20) students from other P2A Partners for three (3) days and two (2) nights. More students, groups and longervisits may be discussed and agreedbetween the Partners involved;P2A Partners willassign local buddies to visiting students and facilitate a Program conducive tothe objectives of the Charter and
