Even though the government aimed at fulfilling the needs of senior citizens with different level of care support under “aging in place” objective, but this task cannot be done only by the government, many stakeholders have involved in term of collaboration in order to impelling this core objective forward. Glennerster (2003) has mentioned that there is a distinction of MEW provision between who pays for a service and who provides it (as cited in Powell, 2007). Similarly, in addressing the long-term care for elderly, Hong Kong government plays a role of payer for the services in form of a voucher as well as a role of provider who provide additional resources for the elderly. Moreover, the roles of policy development, regulation and facilitation were combined together in order to achieve the long-term care to Hong Kong elderly. In general, policy development is an originally duty of the government in creating and developing new policies to explore effective solution on different problems faced by their people.
