Did someone have him do the training on their computer or did he do the offline version?

When training is complete, submit a request to AA via the IT Service portal page to reinstate the ID. Click this link to the IT Services portal page and follow the steps below:
1. Choose Access, then Maintain User/ID & Ownership, then Change/Delete User IDs
2. Complete the form
a. The Request type should be ID enabled
b. In Step 5 of the form in “Addition Comments” include “Jannimitr, Weera has completed CSA training on ”
